SPLM has despatched teams to Southern Sector States to access and prepare ground for the referendum

JUBA (July 21, 2010)
SPLM Deputy Secretary General for the Southern Sector Dr. Anne Itto on Tuesday began to deploy teams all over the region to access and prepare ground for the 2011 Referendum campaign due to kick off soon.

The teams, equipped with enough information about the upcoming referendum, had undergone a series of trainings and informative workshops given by the Referendum Task Force, International Republican Institute (IRI), Public International Law & Policy Group (PILPG) and the SPLM General Headquarters.

Cde.Michael Makuei Lueth, the Current minister of Parliamentary Affairs who was also involved in the drafting of the Referendum Law, led a session on the ‘Referendum Law’. During his session he put much emphasis on sections 25, 26 and 27 of the Act which covers eligibility of voters.

The workshop also included presentations about countries that had undergone referenda and the lessons that could be learned from their experiences.

Secretary General of the Government of South Sudan (GOSS) Cde. Abdun Agau (also member of the Referendum Task Force) talked in length about the experiences of, and lessons learned from in East Timor, Eritrea and a few other regions that carried out referenda in the recently past.

“Judging from the experiences and the mistakes committed by the countries we studied and visited, I can say that South Sudan has made almost all the necessary steps to ensure that the 2011 Referendum on Self-Determination is held under a peaceful environment and that the outcome is respected by all stakeholders.” said Cde. Abdun Agau.

The teams sent from Juba to the Southern Sector states have taken with them a document entitled ‘A guide to implementing phase 1 of referendum campaign’.

The teams will meet with SPLM State Secretariat personnel and together plan and prepare ways and means of executing a successful campaign, ahead of the referendum, that is based on the priorities of the SPLM as documented on the new ‘SPLM Policy Framework’.

Other organization such as the International Republican Institute (IRI), Public International Law & Policy Group (PILPG) and many others have pledge their support in areas of their expertise.
